cant save themes on chomp or language packs on swiftkey topic

i tried to install cyanogenmod and idk if it even worked since theres no signs to say i did it. anyways, when i try to save a theme in chomp sms or download a language pack for swiftkey keyboard i get an error. i have a galaxy s3 at&t on 4.4.4

I'm trying to flash mokee rom on my device, and it's getting flashed successfully, but since setup screen, everything is displaying in chinis languagge. is this default? non chinis users can't use this rom?
please help anyone.
