Cannot buy apps on Google Play using Google Play Balance topic

as the title says I always get the error "This payment method has been declined" while having more than enough money for the game or app. I have tried buying games and apps on my computer.. nothing, 2nd phone nothing... and finally tablet and still the same error its super frustrating.

I already cleared the Data from Google Play and Google Play Services and Rebooted and it still doesn't work. Also tried removing my google account and adding it again and... nothing :(.

hi, I got this Tablet from a guy off of Criag's list, turn's out he hasn't paid for the Tablet and the Carrier locked it Permenanetly !! is there any way out of this.
it's a Samsung Galaxy note 10.1 2014 T-mobile (P607T), and I am not talking about just a Carrier unlock to T-mobile, I am talking about a FULL LOCK by Carrier due to an outstanding balance.
I am stuck, because I can't eaven pay the guy's dues, I can't unlock it and I am not sure what to do to be able to use it as a phone??
