[Q] I317UCUCNE5 Kit Kat no IMIE or Baseband topic

After a failed OTA update I finally got I317UCUCNE5 KitKat running and rooted on my ATT Note 2 "I317." The problem is i have no IMEI and no baseband. Initializing with Kies and Kies3 each return errors. Do I need to downgrade to a earlier version of Android or change my bootloader to get Kies to complete or what is the issue?
KitKat 4.4.2
Bootloader = I317UCUCNJ1.
Linux 3.0.31-1728680 = Kernel
Build ID KOT49H.I319UCUCNE5.

. I have tried to flash the modem thru odin, and from CWM but no change. Any help would be appreciated
