[Q] Need Help! HTC One V Stock rom Region change topic

My uncle gave me an HTC One V with CID HTC__038. Someone said that its from India. Is it possible to flash a stock rom from other region/country? I`m planning to flash stock rom for Philippines if its possible. Please help me. :confused:
