[Q] htc one max 8060 dual sim emergency calls only topic

since I bought this phone I have not been able to make a single call I have tried 2 different sims on both sim slots all I get is emergency calls only im in the uk , does this phone work in uk it only has language for English/Chinese, english /American. google play doesnt work just flashes when I click on it .when I click on say the weather for your region it points to Beijing in china, is there any way I can get this phone to work in the uk this is driving me mad. if anyone can help me it would be greatly appreciated
