[Q] How to install rom via recovery galaxy I9300 topic

I rested my phone to its factory setting in the Setting menu. Now its falling to pass through Startup wizard, am getting a response that Secsetupwizard has stopped and the phone Starts at the first page again , i noticed that the phone usb port do charge but cannot read data to a Pc i tried to put a new port but still Just chargin only. how can i restore my phone back without using a pc? am able to go to recovery mode, please help:(
