Galaxy S3 fake IMEI topic

Hello,

A customer brought me a phone that is not registrering in network. I checked IMEI and it is 00499901.....
How can I change IMEI back to its original? I don't have a copy of efs folder. I will try to reflash wih stock rom, but I doubt that it will give me results.
