Question about preloading topic

I noticed on my Android browser, under Settings there is an option under Privacy that says "Preload available links before opening". Also, under Bandwidth Management, there is an option that says "Preload Webpages". What is the difference between these options and what do they actually do? Is it like prerender in Chrome where it will load a page in the background that it predicts you may click on next?
