Posting review on Google Play in another country topic

Hi,
I'm wondering there is a way to post a review on Google Play in another country? For example, I'm in Poland and I want to post a review for app, but I want to do this in english and I want my opinion has been seen by people in the US or UK. How to achieve that? I should login to google play by a US proxy or create a google account and mark that I'm from US?

I don't know that I wrote it in right place, so if not, sorry :).
