[Q] Image resource library topic

Hi,

I'm trying to build an App related to show different kind of images.
Where I can find image collection free or at fair price?

The amount of images are more than 1,000 images from different topics.
The sites I've found that give free collection don't allow to use in app to be distributed
and ones that sell images are too expensive.
