[Q] Is S-OFF/unlock bootloader/root/custom recovery/ROMs available on all firmware? topic

I am planning to get my One (M8) replaced through insurance, and have waited to root/mod so I can do this. As a result, I haven't paid much attention to the forums. If I get it replaced. I'm assuming it will probably come with the latest firmware. Is the latest firmware fully customizable (root, s-off, unlocked bootloader, custom roms)?
